Beyond the Numbers: Building a Stronger Hope

When Vinay Behl joined Hope Services as Chief Financial Officer, he brought decades of experience leading finance in government, healthcare, technology, and international business. At Hope, he saw an opportunity to put that experience to work in a different way — helping build a strong and sustainable organization in support of a mission that changes lives every day.

Before joining Hope, Vinay served as CFO of the California Department of Corrections and Rehabilitation, helping oversee a $15 billion budget. Previously, as Comptroller and CFO of the California Department of Water Resources, he managed a $3.5 billion budget and helped refinance approximately $3 billion in bonds, generating more than $200 million in savings. His career has also taken him through leadership roles in healthcare, technology, and international business.

Today, Vinay leads Hope’s financial strategy and stewardship while working alongside teams across the organization on contracting, facilities, technology, retail and social enterprises, investments, and long-term planning. A big part of his approach is helping leaders understand the story behind the numbers so they can make thoughtful decisions about their programs, teams, and resources.

That work increasingly takes Vinay beyond the traditional CFO role. Across Hope’s nine-county footprint, he oversees our facilities vendor and helps guide major renovations and office improvements. For Vinay, these projects aren’t simply about maintaining buildings.

They are opportunities to create welcoming, functional spaces where participants feel supported, programs can thrive, and employees have an environment that helps them do their best work.

It’s an approach that reflects Hope’s One Hope philosophy. Whether someone works in a program, finance, facilities, development, technology, retail, or another part of Hope, we are all contributing to the same mission.

For Vinay, that’s ultimately what financial stewardship is about: making sure Hope has the strength and resources to care for the people we serve, support the people who make that work possible, and continue doing both for generations to come.
